“Supply of Complete Mud Test Burner Packages for DP3 and DP4”
Invitation for Pre-Qualification for Public Tender:
Mellitah Oil & Gas B.V.-Libya (MOG) is inviting specialized Companies that have established themselves in the ability & competence to Supply the mentioned requirement as explained below. This should be via submitting their interests according to the way explained at the end of this Announcement.

1) The requested is for the purpose of collecting suitable and eligible interests for the following ROM:
2) INFORMATION:
ROM Number: ROM:26-603045 and ROM:26-603485
ROM Subject: “Supply of Complete Mud Test Burner Packages for DP3 and DP4”
3) Scope-of-Requirement
Mellitah Oil & Gas B.V.-Libya intends to find a suitable Vendor to supply the following:
A) For DP3 Platform: a quantity of two (2) complete mud test burners, Part Number: M833779/8, including boom structure for DP3 platform located at Bouri Field. Including the following requirements, but not limited to:
• One (1) year warranty after commissioning.
• Copy of Structural Analysis of the New Boom Structure
• Installation procedures
• Examinations, NDTs and Material certificates.
• Recommended spare parts of the Test Burner.
• 3EA Hard Copies+3EA Soft Copies of Operation and Maintenance Manuals should be included.
B) For DP4 Platform: a quantity of One (1) complete mud test burner, Part Number: M075127 – M872176 including boom structure for DP4 platform located at Bouri Field. Including the following requirements, but not limited to:
• One (1) year warranty after commissioning.
• Copy of Structural Analysis of the New Boom Structure
• Installation procedures
• Examinations, NDTs and Material certificates.
• Recommended spare parts of the Test Burner.
• 3EA Hard Copies+3EA Soft Copies of Operation and Maintenance Manuals should be included.

4) REQUIREMENTS:
Interested Companies must satisfy ALL the below stipulated requirements and submit all required information and Documents:
1) An Official Letter on your Company’s Letterhead addressed to the (UNIFIED TENDER COMMETTEE CHAIRMAN of MOG). This Letter of Expression of Interest must contain the following information:
– Clearly express your interest to participate in this Tender.
– You must mention ROM Number and Subject in this Letter.
– The full Legal Name of participating Company.
– This letter must clearly define the Contact Name(s), their Business E-Mail Address(s) and Phone Numbers. And must sign and stamp this Letter of Expression of Interest.
– In case of Joint Venture Companies / Agreements; Bidders must clearly name and define the exact role of each of the jointly participating Companies. This must be written in this Letter of Expression of Interest. must be well defined in this Official Letter. They both must acknowledge and Approve this Letter of Expression of Interest.
2) Printing and stamping every single page of this announcement then send to MOG with your submitted documents.
3) An official letter to the Unified Tenders Committee Chairman of MOG in which you are stating that you are fully aware of all details and understands all circumstances relevant to the announced Scope of Requirement.
4) An official letter to the Unified Tenders Committee Chairman of MOG in which you are confirming that you will be completely adhering and complying to all relevant Libyan laws and regulations.

5) Bidders who submit their valid interests to provide the announced requirement as mentioned above, and within the mentioned deadline shall later be approached by Mellitah Oil & Gas B.V.’s Tendering Committee with more details on the required.

6) How To participate:
The required Electronic Documents explained above to be submitted to MOG by E-mail through the official Email of the participant (as attachments) to the following MOG E-Mail addresses: MOG.PPQC@Mellitahog.ly; aestuti@mellitahog.ly; UTC.Sec@Mellitahog.ly;
7) The Subject of the documents to be delivered to the above-mentioned MOG receptionist to be shared shall be like this:
“X” ROM:26-603045 and ROM:26-603485, “Supply of Complete Mud Test Burner Packages for DP3 and DP4”,
X must be replaced by the name(s) of your participating Company.

8) The last day for the submission of your interests is not later than 27-10-2022 @ 14:00 Libya Time. No Submissions to be accepted after this deadline.

9) You must Fill & Submit the MOG Online Vendor Registration Application (no need to this again if you already did in previous participations). This online application is available in both, the MOG Website (Under Tenders Tab), and via this URL:

Important Notes:
10) MOG is neither committed nor obligated to undertake the work described above or to issue any call for Tender or to include any respondent to this invitation or other Company on any Bidders List or to award any form of contract.
11) MOG has the right to exclude any participant who does not satisfy in full all the above stipulated requirements.
12) MOG will not be responsible for what’s ever costs incurred for preparation and submission presented in response to this Announcement.
13) All costs sustained by TENDERER for or in connection with the bid preparation, submission, clarification and negotiation including attendance at any meetings in respect of or associated with the Tender shall be for TENDERER’s account.
14) MOG shall deal only with authorized officers of the Bidding Companies and not through individuals or agents.
15) Any participant is responsible for proving all the above requested Documents (without any missing Document). This must be before the shared Announcement deadline and according to the submission method explained above. Otherwise, this is rejected.
